Global oil prices climbed in early trade on Thursday, supported by signals from the U.S. Federal Reserve on a possible start to rate cuts and as China unveiled new support measures for its embattled property market. Lower rates and economic growth are supportive for oil demand. China, the world's second biggest economy, unveiled new property support measures amid concerns about the fallout from the liquidation of developer Evergrande and as the country ended last year with the worst declines in new home prices in nearly nine years. In the Middle East, worries about attacks by Yemen-based Houthi forces on shipping in the Red Sea are now driving up costs and disrupting global oil trading.

"I believe that politics and markets will adjust, and that is also necessary in order to keep up the pace of offshore wind developments," Paal Eitrheim told Reuters on the sideline of the Norwegian company's autumn conference in Oslo. The offshore wind industry has found itself in a perfect storm of rising inflation, interest rate hikes and supply chain bottlenecks, in some cases leading to project cancellations as support schemes failed to adjust. Similarly, Britain has adjusted the price for next year's renewables auction higher by 66%, after failing to attract offshore wind bids in the previous round. Equinor is considering extensions to existing offshore wind farms in Britain that could qualify for auctions in future, and Eitrheim defended higher prices in the near term after over a decade of cost reductions. "Although it's dramatic right now, I think, as we are building this supply chain, we are going to come back to a price level for offshore wind that is competitive for governments, for companies and also consumers."

Oil prices inched up in early trade on Thursday, clawing back some of the previous session's big losses after an OPEC+ panel maintained oil output cuts to keep supply tight amid concern about a looming slump in global economic growth. Brent crude oil futures were up 11 cents to $85.92 a barrel while U.S. West Texas Intermediate crude rose 7 cents to $84.29 at 0040 GMT. Oil prices settled down more than $5 on Wednesday as a bleaker macroeconomic outlook and fuel demand destruction came into focus, following a meeting of an OPEC+ panel, grouping the Organization of the Petroleum Exporting Countries and allies led by Russia. "We continue to see the market in deficit through the fourth quarter and the softer prices reduce the probability OPEC will ease supply constraints," National Australia Bank analysts said in a note.

"OPEC+ production cuts are expected to tighten the market, driving supply deficits in the second half of 2023, supporting higher oil prices," analysts at U.S. financial services company Morningstar said in a note. OPEC will likely maintain an upbeat view on oil demand growth for next year, sources close to OPEC said. Russia's latest pledge to reduce oil exports will not require a similar cut in production, a government source told Reuters. Higher borrowing costs could slow economic growth and reduce oil demand.

Ottawa backed Bay du Nord saying that it would produce relatively low emissions. "Bay du Nord is an important project for Equinor. "The (Bay du Nord) economics are positive but if you play around with costs and risk more, it's not going to be the best opportunity in their portfolio," he said. Bay du Nord would be so far from shore - 500 kilometers (311 miles) - that it falls in international waters.

"Long-term contracts for us means three to 10 years and we see that there is a lot of interest for long-term contracts at the moment," Equinor CEO Anders Opedal told Reuters. The visit underlines the importance of the relationship between the European Union and non-EU Norway when it comes to energy, Opedal said. "It shows how important it is that we focus both on security of supply and the security on the installations," he said. Troll alone supplies 11% of all gas consumed in the EU, according to Equinor.

Equinor shut the plant on Norway's west coast in February to install a mercury removal unit. "We are planning for a safe (production) start-up... We expect this to take around four weeks from now," said a spokesperson. Tjeldbergodden has an annual methanol production capacity of around 900,000 tonnes, accounting for about a quarter of Europe's total, according to Equinor. Equinor has 82.01% stake in the plant and ConocoPhillips (COP.N) owns the remaining 17.99%.
The jobs would be cut in Harbour Energy's headquarters in the North Sea hub of Aberdeen, Scotland, but the extent of the cuts is yet to be determined and will be subject to consultations. Harbour Energy Plc has 1,700 employees worldwide, according to its website. Executives in North Sea companies have urged the British government to introduce a price floor to mitigate the impact of the windfall tax as firms struggle to access new funding. Industry group OEUK said in response to Harbour's announcement that the windfall tax will further undercut spending. Companies including Shell Plc (SHEL.L) and Equinor ASA (EQNR.OL) have already said they will review their North Sea investments.

The project is backed by Britain's SSE Thermal, part of SSE (SSE.L), and Norwegian energy company Equinor (EQNR.OL). The power station could be operational as early as 2027. SSE Thermal and Equinor are also collaborating on building Peterhead Carbon Capture Power Station in the northeast of Scotland. They are also developing Keadby Hydrogen Power Station and Aldbrough Hydrogen Storage.

Sixty-five miles off the coastal Norwegian city of Bergen, a drilling rig is punching through layers of mud and rock below the North Sea. The energy firms behind the rig aren’t prospecting for oil or gas. They are searching for a place to stash vast amounts of the greenhouse gases emitted by industrial facilities across Europe. The Northern Lights project—a $2.6 billion joint venture of Shell PLC , TotalEnergies SE, Equinor ASA and the Norwegian government—is one of almost 200 carbon-sequestration projects now in operation or in development around the world, according to the Global CCS Institute, a think tank that promotes carbon capture. When completed in 2024, Northern Lights will be the world’s biggest effort to sequester, or store, carbon dioxide underground.
